Weights and Measures Information – Hawaii
Introduction
This article provides information for using and maintaining an NTEP-certified scale for commercial applications in the state of Hawaii, including registration, installation, calibration, inspection and maintenance requirements.

Registration
Hawaii follows the requirements of NIST Handbook 44 (2008 Edition), along with applicable state laws and regulations.
Hawaii’s general weighing and measuring device regulations were originally adopted using NIST Handbook 44 (1993 Edition), while the state’s later regulations governing registered Service Persons and Service Agencies incorporate the 2008 Edition.
Commercial scales used in Hawaii must be licensed annually with the Hawaii DAB before being used commercially.
Commercial scales must have a valid NTEP Certificate of Conformance and meet applicable requirements of NIST Handbook 44.
Calibration
A Hawaii-registered Service Person or Service Agency is required to install and calibrate the scale before it is used commercially.
The registered service person must complete a Placed in Service Report (PISR) for each commercial device placed into service and submit the report to the Hawaii DAB Measurement Standards Branch within 72 hours.
The scale is subject to inspection and approval by the Hawaii DAB Measurement Standards Branch before and during commercial use.
Maintenance
Have the scale regularly serviced and calibrated to maintain accuracy.
Commercial scales are subject to inspection by the Hawaii DAB Measurement Standards Branch to verify accuracy and compliance.
Scales that fail inspection may be removed from service until corrected and may be subject to enforcement action.
