Weights and Measures Information – Oregon
Introduction
This article provides information for using and maintaining an NTEP-certified scale for commercial applications in the state of Oregon, including registration, installation, calibration, inspection and maintenance requirements.

Registration
Oregon follows the requirements of NIST Handbook 44, along with applicable state laws and regulations.
Oregon requires commercial scales to be licensed by the Oregon Department of Agriculture (ODA) before they are used commercially.
Commercial scales must have a valid NTEP Certificate of Conformance and meet applicable requirements of NIST Handbook 44.
Calibration
A state-registered or licensed serviceperson is not required to install or calibrate a commercial scale in Oregon. Oregon does not register, license or certify scale service companies or individual service technicians.
Commercial scales must be properly installed and calibrated in accordance with Oregon requirements. Servicepersons and service agencies performing this work must comply with ORS 618 and OAR 603-027, including applicable NIST Handbook 44, NTEP, tolerance and security sealing requirements.
A Placed in Service Report (PISR) must be submitted within 24 hours when a commercial scale is installed or placed into service. Oregon uses separate PISR forms for standard small scales and scales used for cannabis, hemp and psilocybin. Select the appropriate form based on the scale’s application.
Maintenance
Have the scale regularly serviced and calibrated to maintain accuracy.
Commercial scales are subject to inspection by the Oregon Department of Agriculture (ODA) to verify accuracy and compliance.
Scales that fail inspection may be removed from service until corrected and may be subject to enforcement action.
